That crack is about 1/2 inch wide. It's in the garage of a 4 year old "town home" with a mostly finished basement. Inside you can see the crack going all the way down to the floor of the furnace room, but it has been repaired, or at least filled in. It was not filled with the injected epoxy I usually see. Looked like cement. That, and the fact that the top was not repaired, led me to suggest it was not done by a professional. Is there any reason a pro would have left the top of the crack open?

John, Do you have another picture? That looks like the floor with a footing crack. Is the green the wall?

David - That's the wall between the garage and the main entrance. Below the main entrance is the furnace room and full basement. That crack continues down to the basement floor.

John, Having trouble comprehending the situation but I am assuming this is an interior foundation wall and that floor is the garage floor.
Either way I do not see any reason not to continue the repair all the way.
They probably filled in the crack in the basement just for looks. I agree it was probably done by homeowner. I always recommend epoxy repair such as this company. http://www.crack-x.com/
